Payment deducted from S b I bank but not sent to BSNL service provide

I made a payment for BSNL top up using net banking with cc avenue

the payment was for Rs 302 on 28 may

however, while the amount was deducted from my bank cc avenue however the merchant website when contacted claim its still with cc avenue.
