Not able to make ISD call

Hi my wife is from bihar siwna district and she has bsnl prepaid connection and she cant make ISD calls.she can make ISD sms but not ISD calls. Can you please help us on this.her mobile number is 9430674318.we have talked to customer care of bsnl but they never helped us.we are suffering a lot for this.
