Using Candy as currency

During several visits I was given candy in place of balance of money due. When asked, the cashier always claims shortage of change. I have seen this happening to almost all the customers of the the stores. I have complained about this illegal practice of using substitute items for legal tender and always the managers seem to laugh it off. All the cash registers have dozens of candies and the cashiers treat these as cash. How many customers are being duped all over is a matter worth investigating,
