Misleading Information

Booked a delivery through Ferns n petals to Jaipur vide. order no.700880381 with clear instructions for a pre 9 am delivery. No confirmation received untill 11.55 am, message received states "delivered to Hotel staff", while the delivery address provided was a residential one. Upon checking up with the customer care, i'm told there was a mistake and that the shipment is still not delivered with a delivery promised time of 1pm. At 1.05, I receive another message saying "delivered to Self", which is perplexing to say the least.

Why is the customer mislead into believing that a shipment has been delivered when in reality it is still lying at the local vendors shop? Why does the message not communicate the precise recepient?
