Gas agency (Prem Gas Agency, New Delhi) is forcing the sale of stove

I have applied for a new connection with HPCL but after the inspection the gas agency people are asking me to buy the stove which i already have. I got the stove from the brother who lives in Dwarka, New Delhi. I checked with him but he does not have his Bill with him as he got his connection from Goa. The agency wants me to buy the stove as i don't have the bill. I am not sure why i need to do buy the stove. The person who came for inspection told me everything is fine with the stove but still i need to buy it as i don't have the bill. Please let me know what step should i take on this.

The agency name is Prem Gas Agency, C-Block, Sarita Vihar, New Delhi - 76.
