Want to Transfer my connection from IDEA to VODAFONE

Please note that I have a no. 9718237314 which of idea connection and from last one month i am trying to transfer it to vodafone connection but still my request is on hold. when i asked the vodafone customer care about this delay they told me that the idea customer care is not cooperating with them and that's why the delay is happening. And when i asked to the IDEA customer care they told me that they don't have the necessary details regarding this. I'm really not getting to whom should i talk regarding this problem. Even I paid for vodafone sim and given 100 rupees along with the sim charge i.e of Rs.20 to avail the service.but I think my money got wasted.
