False information in news paper about the plan in dainik bhaskar dated 03.03.2010

Purchased recharge coupon plan -280wherein it was advertised that talk value will be of rs.308 as per advertisement in dainik bhaskar dated 03.03.10.the advt. tempted me to purchase the recharge coupon but talk value provided was for rs.39.98 instead of rs 308/ for the reasons not known to me.transaction ref no. is 150792766.please redress m grievances by providing me talk value for rs 308/ as per advertisement failing which i will be moving to the consumer forum/ombudsman for redressal of my grievances.kindly help me.
