Overcharging on Milk Packets

I want to do something against a vendor/delivery boy which charges milk, packaged curd, bread 1 Rupee more than the printing rate. When i asked the delivery guy about this matter he answered that "Printed MRP are older and new printed MRP will come in next month".

So my question is that is it ok to sell product greater than MRP.Shall Milk manufacturing companies are responsible for selling the product greater than MRP.
