Unfair professional service and undue fees

This complain is against Mr. Naresh Grover, Government employee of DDA, Delhi working as Draughtsman there and resident of Krishna Colony, Bhiwani. I paid for his (private) service to draw a residential plan on first floor while I sketched ground floor shops. During the time he was preparing the plan, I mentioned him about small change in GF shops as instead of passage between two shops, let us have passage after 2 shops. He regarded this change as complete new abd asked for a full new fee to do this change. Now, he is saying I will prepare the plan as per old plan only and any change (even a minor one in ground floor) would be treated as ‘New’ one and I would be pay the full amount again. I think this is quite unfair and would like someone to suggest what actions I can take for this wrongdoing.
