Fraud in the name of proving VISA

Opulentus has taken money from me Rs10000.00 for Singapore Visa. But they didn't provide any services and in the name of service they forwarded me a one sided agreement to sign. but i didn't sign because it was not fair. one can easily see that If you are giving money for Visa it's just a lottery. if you don't get it, it's your bad luck. now I have lost my job and I am asking for my hard earned money they are sending my advocate letter for not returning money. it's a big fraud, these opulentus people are playing with career and money of public. please let me know how proceed against them and whom to contact for action. if it's not stopped they will keep playing indian laws and career of innocent public of India.
