Not giving bill after collecting VAT

On 15th November, I got 4 mugs printed from Pixel Power situated at Nirmal Lifestyle, Mulund. He gave me amount written on estimate book Rs.800. I said i wanted a proper bill not a estimate. He said you have to pay VAT. I said OK and paid him Rs.100 extra. Then he said he will courier it later. I said OK. But since then even after calling and visiting, he is not giving me proper bill. He is repeatedly assuring me that he has to talk to CA. I told him, i have paid the amount and i need bill. But somehow he is delaying and avoiding. More than 15 days have passed and still I do not have the bill. I bought the same for my college, which needs proper bill for reimbursement.
