Deduction of balance amount for unsubscribed Bhaviswabani Pack

I haven't subscribed any pack for prepaid mobile, on 28th march'2012 i got a massage from BSNL (message centre 12555) that are thanking for subscribing "Bhavisyavani Ppack" will be charged Rs.20/30 Days. I have complained to BSNL-customer care no. 1503 on 29th march'2012 and registered my complain as they have given me the complain no. C29NE286422 and they have assured me for looking after the matter. On 02/04 I again enquired for further advancement about the matter but surprisely the customer care executive (one lady) told me that they charged Rs.20 after getting response from my side and they will not refund it. But I didn't subscribe any pack any time I repeatedly answering them. Now, how can I get back my duducted amount for cheating activity of BSNL.
