Collection harassment without even sending the bill

I moved out of Airtel three weeks back, but guess what Airtel is doing:
1. My billing cycle is 25th of every month
2. The last bill was paid out and settled
3. Airtel says it has "Generated the next bill" on 3rd November
4. They promptly sent it off to outside collection agencies.
5. From 4th November - there are serious of calls from all quarters four different numbers calling for collection
6. I have explained that it is good that you have generated the bill, please send it so that one can check and pay
7. I called up the nodal agency and recorded my requirement and they seem to be very helpful
8. Guess what the next day again the collection goon calls up and asks me to call up the nodal agency contact and tell him he does not care
So what is the whole process of nodal agency.
Is it unfair if a customer expects to receive the bill to check and pay? Or do generation of bill by someone is good enough and we need to pay without knowing for what you are paying for?
