Service not provide they are fooling me everytime i call them

I have taken a landline connection last mid of last month, for my business use, and since the connection is given, i have been calling airtel to activate the STD on my landline, but nobody bothers, even time i call them they register a fresh complaint number and again they say your connection is not activated and again they register a new complaint. my work is held because of non activation of STD and ISD, now who will answer for the production which has not been started.
