Charging for services unable to delive

Yesterday, I spoke with Airtel customer care officer, after a long waiting in the queue, which is very usual for Airtel customers... I enquired for NOP (Net Over Phone) services for my windows enabled Mobile handset and he provided me the required information and the plan details...
I went on with the activation process and with no delay in the requested time they deducted specified amount Rs. 99/- from my balance.
Now today i got all the settings from them to activate it on my set... after a few trials when i found nothing workable then again i spoke to the customer care center and then i got the shock of my life... they said on my handset it cant be activated... and the money which i have paid for services will not be refunded or adjusted...
What the hell customer service people AIRTEL have..., if they cant provide me serices then why they have activated it and deducted from my balance...?
Is there anyone in higher management who is listening to complaints of customers and get the justice done...?
