Out going barred

I have recharged my airtel prepaid mobile on 27th march for Rs.50.On that day itself within a hour the company deducted Rs.15 from my balance. I doesn't bothered because it is the period for renewal of caller tune. But on 28th march also they deducted Rs.15 for caller tune. Now the main problem is my out going calls are barred even my balance is Rs.8.04 and special balance is Rs.9.80.Even i cannot contact 198 complaints also. How can i approach the company and register my complaint.
