Lance cutting and misleading of customer care service operators

Dear sir,
i am a telecom-service user of Bhart Airtel. I have activated a message pack under which i can send 100 local/STD messages daily free as per TRAI guidelines .but this is the second time that in a day of 24 hours without using my 100 messages, they are charging me with normal STD fare and thus cutting my balance. hen i contacted customer care regarding this issue, they asked to file a complaint as proper information of this cutting was not available to them but i refused as earlier also they use to file and no action being taken. then they asked to transfer call to senior officer and nobody picking up there as i waited for 5 minutes and it was just ringing n ringing. hence molestation being done of peple like us. and this was the second time. so i am appealing to respected TRAI. so please take considerable action as soon as possible.
