Sim not delivered ever after commitment

I made a complain on 3rd sept, they commited to deliver SIM card on 6th sept. but even after calling time and again i commited 9th sept before 11o'clock but to no avails. now they are just not giving proper answers for this problem but delaying these services. and this has been a mental torture till now.
