Deduction of balance without notice and then delaying in services

I am an airtel user for last 3-4 years, few days back hello tunes pack had been activated on my no without my consent and 15 rupees has been deducted from my account. i lodged a complaint regarding this on 198 and they replied me that they will return back my balance in 48 hrs but i din't happened. this is happening for the second time with me and this time i will switch my no to idea and lodge a complaint in consumer court.
