Sending bill without connection

We have applied for lease line and PRI line in the month of june and paid a cheque of Rs. 25000/- as advance. the company have not installed the lease line and PRI line in my office and without any installation start sending the bill. when i asked to mumbia airtel office they said that bill was wrongly issued and will be cancelled and within one month we will refund your advance deposit to you. but till date we have not received the deposit back. now we are receiving call from delhi for payment of bill due and threatening us daily on phone. as per their bill the circuit id is 02242333200 account no. is 15898268. when i explained him that the bill was issued withoutt installation of connection they said that whether connection installed or not we don't know, you have to make that payment otherwise we will sent the police to arrest you.

kindly take up the matter with TRAI and instruct the company to refund the deposit.
