Charging very high side for packat data

I have a Prepaid mobile connectin of AIRTEL (RAJASTHAN CIRCLE) bearing number 9829625654. On 13.07. I had surfed internet only for 12 seconds. As per log of my phone the data sent in last session was 5837 Bytes and Data received in last session was 15607 Bytes, Total 21444 Bytes means 20.94 KB (21444/1024) for which it should be charged Rs.0.60 @ 30 paise for every 20 KB. I got surprise when a reply message received that you had been Charges more than Rs.48.00. Usually it has been charging @ 30 paise per 20 KB. I checked my balance and found that more than Rs.48/- was reduced from my account. In past too, i have charged very high side.

Should the Biggest telecom player like AIRTEL use such practices which result in loss to their customer?
