Full talktime on recharge of Rs33

I heard ivrs 151515, which gave an option about full talktime offer on recharge of Rs33 and i'll get Rs29.92 . after listening that offer i recharged with Rs33. but i did not get any talktime. then i call to 198 and 18602002011 but no one cooperate with me even they strictly blocked the complain option of the ivrs 198 from my sim 9883701824 .even till now i did not get any solution on this matte
