Landline and Broadband fault

My landline Number:26580773

For the past 3 month my landline is not working properly (if someone called, when we attend the call we can't here the voice of the caller some extra pre recorded voice is hearing) and we are not doing out going calls from it but every month they are charging us Rs.3. for the unused landline they are charging us. Why the are doing like this and next is our modem, it often disconnecting itself and then it itself getting connected..

BSNL technicians should sole our problems as soon as possible
