Broadband not installed - bill generated

I have applied for a new telephone connection with broadband on 25-05. Phone line is activated but broad band is not yet installed. A bill for the billing period is generated very promptly.

Why should i pay the bill with out providing the service itself? Does it not attract denial of service and wrong billing? What best course of action can i take to rectify this?
