Msgs not delivering

I have an bsnl mobile prepaid connection 9492555556 this is andhrapradesh number i am using it in roaming. i am unable to deliver the messages from this number to any airtel number and balance is deducted from my account without delivering the message. i tried to contact the customer care of bsnl but they r not responding and blaming my handset and ask to contact customer care of andhra how can i contact them when i am in roaming. i have checked everything and it is the mobile operator issue not the issue with my handset. please help me out with this.
