Signal strength in Bangalore

I am a BSNL mobile subscriber based on Bangalore city. It is to my surprise most of the time I am getting signal strength of 20% in the area Old madras road and kasturi Nagar. This is absolutely not possible unless there is a deliberate reduction in signal strength in from the base station itself. Could anyone look into this.
