Harrassment from BSNL by not attending to complaints

Hi,

I have a BSNL landline and broad band connection... almost a month ago they have started setting up a mini exchange near by to residence and in the process they have dug up and laid new cable but my telephone connection has not been setup. I have been registering complaints with them (complaint # 8008, 9119, 9603) for beyond 3 weeks now and nothing has been done till now... surprisingly the landline for other residents is working... BSNL is just harassing their customers... the services are not provided but they still charge to the customer, i would like to know if there is a process to avoid paying a single paise for the dead phone (service).
