Deduction of amount without activation of service

I received a call from BSNL 01409300554 and call person is i think Mr. Sumit, he told about NexG Tv. He confirmed me without activation amount will not deducted but soon after sending the message on my mobile 9412713963 amount deducted from my balance and in this message already written that you have activated this service with a link to activate the service. I not activated the service but BSNL send the link with the information about the activation of service. I called back 4 times to BSNL call centres but all in vein. With such attitude received from BSNL i strongly feel BSNL have the tendency to loot the customer by such mean practices.

so i want to lodge my complain to refund my amount.
