Not giving attention for landline complaints

My house number is 234173, it's not at all working fine since 2 month. We have given complaints and tried all the way to correct, but engineers in my location are not taking care of. since it's small town nobody bothers also. We are paying indirectly for our services in our bills but why service providers are simply ignoring?
