Non receipt of bills for the past 1 yea

We have 3 land line connections in Somajiguda, Hyderabad. The numbers are 23402824, 23402476 & 23411171. We have not received the bills for these land line for the past one year from BSNL. They are saying some absurd amounts have to be paid without giving any duplicate bill for us to check the calls. Is there no one in this country who can mend the ways of these government officials. They are so rude when we ask for the duplicate bill as if they are doing us a favour but still not issue any bill and ask us to just pay the amount what they are mentioning. What kind of a service is this?? Just pay whatever they say without getting any proof of usage.

Can some do anything about this. We will not pay till the bill is issued to us.
