BLOCKING OF OUTGOING CALLS

MY MOBILE NO. 9440626052 OUTOGING CALLS HAVE BEEN BLOCKED BY BSNL WITH OUT INTIMATION AND CREDIT LIMIT. EVEN THOUGH I HAVE PAID THE AMOUNT INCLUDING THE AMOUNT OF LAST BILL SHOWN AS NOT PAID ON 09.3.2010 ON ONLINE DUE TO THEIR SYSTEM PROBLEM IN UPDATING THE PAYMENT STATUS, THE CONSUMER SERVICE CENTRE IS INFOMRING THAT IT WILL TAKE MINIMUM 4 DAYS TO ACTIVATE THE CALL THOUGH YOU MADE THE PAYMENT . I HAVE MET THE LOCAL OFFICE AT RAJAHMUNDRY BUT NO RESPONSE.
FROM THE ABOVE IT SEEMS THAT BSNL ON LINE SYSTEM OF PAYMENT IS NOT GETTING UPDATED DUE THE FACTORS KNOWN TO THEM FOR WHICH THE CUSTMER SHOULD NOT BE PUNISHED LIKE ME PAYING PROMPT PAYMENT BEFORE DUE DATE FOR 7 YEARS.
I REQUEST THAT TRAI SHOULD ADVISE BSNL THAT THEY SHOULD ACTIVATE ONCE THE CUSTOMER MADE THE PAYMENT IMMEDTIATLY OR OTHERWISSE THEY HAVES TO COMPENSATE FOR THE DELAY. WHEN BSNL CUT THE CALL WITH OUT INFOMRING THE CUSTOMERS WHY THEY DO NOT TAKE ACTION WHEN THERE ARE SO MUCH OF MANPOWER
