BSNL Landline Connection

HI, i am from Hyderabad, i have a bsnl land line connection from past 10 years or so, from past 6 months its not working properly, i went to nearst bsnl center (Gayatri nagar Bsnl office) and complaint nearly 4 times no one has came up to know i have already paid one two month due and the latest i didn't paid,

Two days back some people came from bsnl and asked us to pay the bills, i said i will pay, they tried for some to repair it from various poles and they went off, the status is same as before...

please tell me where should i raise the complaint to get my connection active..
