Not subscribed a service still being charged

My BSNL no is 9456830554 (prepaid), i never subscribed for any service on my number and suddenly I rcvd a sms from 563634008 that Thank you for subscribing DEV pack. you been charged 08 Rs per week for the service.

this is humiliating

please help
