Charged for purchasing ITC Card online but never got it

Hi Sir/Madam,

I was trying to purchase ITC card online from BSNL's portal (https://portal.bsnl.in/itc/aspxfiles/login.aspx). I entered my ICICI account details and the payment went through on ICICI's payment gateway. While I was being transferred back to BSNL portal, it timed out!!! I logged in again and checked under "View Transactions" it showed none. I then logged in to my bank account and found that Rs. 110 had been deducted. I would request BSNL to either refund the charge immediately or provide me an ITC card PIN.

This is how it showed on my statement:

14/08 BIL/000171006607/INDIAIDEAS.COM LTD/BSNL DR INR 110.00
