Land lines was Dead since two Month

I would like to Complain About the BSNL Service Since two month my Telephone was Death We hadn't use the Phone Even we didn't use Our alnd line Serviec they have charged Telephone bills with including all Price ofr Rent 618 Rupees, How we could pay that Amount even we didn't used their Service Since two Month please do your needful in this Matter.
