For the new Land line connection

I have applied approx 7 years back for New Land line to BSNL in Virna Lakhnsen Exchange, its come under BSNL Mahua SDE and i have paid Rs -(Two Thousand rupees) at BSNL TDM office Hajipur and i have receipt of the payment bill and Advise note copy.

Still there is update from BSNL side, if they are unable to provide the service then they should return back my money with interest which i have given as a deposit money, i want resolve the issue emd.
