Poor response against customer complaint

I have been using BSNL postpaid mobile connection

from last two and half years. I am facing problem while sending sms from last one month. Sending sms otion is not working and status is showing as "Pending". I have complained about this to their Hangerford street Customer Service Center. They forwarded my complaint to technical department. SMS sending option started working for 2-3 days and then again disrupted. I have compalined to its call center and logged a compalint with Ref no-6484415.But I havenot get any response or corrective measures from BSNL till date. It is embrassment and harrasment to a customr.
