Charge on free sim

Espected sir,

i have purchased a bsnl sim from our local telephone exchange. as per plan (pyari jodi plan) all calls from that sim (7597725345) on my land line number (01463251121) should be free. this facility should be start within 24-48 hours from activation. i purchased that sim on 04/01 till today on 20/01 this facility is not working on my number. i have complained about this on customer care 10 times but did not get any satisfactory response. first time i am not satisfactory by bsnl...
