Not sending the GPRS Settings to Mobile

The BSNL Service providers are not sending " GPRS " settings to my Mobile Handset, even after hundreds of times I have called them. The Costomer Care representatives are giving least importance to when they were called. They are not answering calls. Due to which I could not browse Internet in my Mobile when ever I need. Please justify my problem.
