Unusual deduction from mobile balance

Respected Sir,

I have a bsnl no. 9410519963. From this no. an amount of Rs. 40 deducted regarding mobile tv on 1.05.2011 without any reason. when i enquired about it to the customer care executive, they replied me that amount of Rs. 40 will not be refunded but service will deactivate automatically. On 10.05. again an amount of Rs. 40 has been deducted from my mobile balance for renewal.

Sir, again i enquired about this deduction to the bsnl customer care executive, again they told me that it's not their fault. then who is responsible for this? plz take few action on my complaint.
