Wrong balance deduction

I had about 115 MB usage left when i started downloading 92 MB file, after my download got completed, i received a message that my usage was 92 mb n my balance was deducted by Rs96.66. i tried calling bsnl customer care, but either they gave unsatisfying answers or kept on hold for 10 mins or more. what can i do, please help...
