Excess billing

I have been charged for Rs. 30000 by BSNL for 3G but my credit limit is Rs.2000... How can they charge beyond credit limit..my coneection should have got disssconencted at the moment I crossed the limit..Atleast when i raeched 4000 limit..Help.
