Change of my plan without inform me

Dear sir

i am custmer of BSNL prepaid mobile service with mobile number 9411775966. i was using the prepaid mobile plane all @ 49.

on date 27/05 i renewed this plan again upto 26/05. the charges of rs 44.42 deducted from my acount. after that my call rate become 49 paise per minut but last month i recharge my mobile with STV of rs 17, due to which my call rate at BSNL mobile during night become 5 paise per minut for one month and during day my call rate increase from 49 paise to 60 paise when i try to compaint it in call center they called me that your plan is change from all@49 to 2G special and you can change it back into all@49 by recharge of Rs 3. and i call him to registered the complaint that my plan is change without inform me but they refuse me to registered the compaints
