Network problem

I have recharged my mobile() by Rs. 300 (BSNL TO BSNL free local call) on 4th September to talk to my friend who reside in U.P. East region. Now from around 5 days i am facing a problem in which if i call to any BSNL no in UP east region, i can't hear the bell, reciever recieves the phone and can hear me but i can not hear anything. I have made complaint many times but nothing is done till yet. Sometimes they say we will sort it out in 4 hrs. or say 24 hrs. and if i ask complaint no. they say there is nothing like complaint no. here.

I afraid that my whole money of terrif will go waste as its validity is only one month.
