Charges deducted but services are not activated

I have recharge my bsnl prepaid no. 9475761114, for Rs. 98.00 on 05th of december. but till date the services are being activated, or the bigger thing is when ever i have tried to contact bsnl customer care, they are saying the same thing that link fail hai sir, and disconect the phone.
