Not giving landline connection

Sir,

i was disconnected my telephone (04828-278370) 3 months before.but now i want a broadband connection.so now i went to exchange for reconnection.but they are not giving connection and always saying reasons like the line is disconnected so we can't give connection.we tried for another number but they are not willing to give.please do something.my exchange is P U N C H A V A YA L under M U N D A K A Y A M exchange. K O T T A Y A M district
