Cheating with PLAN

My mobile number 9400759154 charged (Rs.300) from a nearest Medicalshop Account number9446716017 for calling. After recharging i called from my mobile then answer is there is not sufficient balance to call. Then I called to that shop to know the things. Then they say that I am recharging with a plan of Rs.300/-(ie, BSNL TO BSNL FREE) not top up. Then I call to the BSNL customer care no.9447024365 there answer is also same. We can't do anything. Then i can't understand who is cheating the customer BSNL or the shop. Then where we get justice.
