Fraud in 3g data plan

Respected sir,

I have done recharge for bsnl 3g with rs. 601 pack but I am not getting speed of 3g. They are providing me speed of 2g i.e. around 15-18 kb/second download speed. I have complained in bsnl customer care and my complaint number was IF221433705. Try called me and told me that mine validity for 2g is still not ended (although I don't have any data in my 2g goes plan that's why recharged with 3g plan) so I will not get 3g speed. I have paid for 3g data speed and they are providing me just 2g speed.
