Landline dead over an yea

My home land line was dead state more than above one year. I register the complaint and a technician was came in the home. But he cant find any wrong with the connection in the home network. And he was gone.till now there is no response from the department.bill is coming every two month without any problem! We want comensation also because of my lose of money and risk.
