Land line and Broadband not working

The sewage authorities dug the road and bcozof this the cable of the BSNL got cut. A complaint was registerd on 6th July and I got a reference number. Till time no dial tone in land line and broadband not working. They are collecting the broadband tariff at one shot.
Why cannot the concerned persons do the needful at the earliest?
